The government and administrative structure developed in the later imperial age continued in operation, except for certain minor changes.name="_ftnref51" title="">[51] The administration of the Eastern Roman Empire continued as before, while the reconquered provinces in the West were placed under the control of viceroys, with full civilian and military power, who ruled in the name of the emperor from the centres of Ravenna in Italy and Carthage in North Africa.
